DAMA Wheel, DCAM and Mandala: three Frameworks for reading the future of Data Governance

Data management frameworks are not simply methodological tools.
They are symbolic representations of the way an organization conceives data governance.

In a recent article published on Forbes, Nino Letteriello offers an interesting reflection: the visual form of a framework is never neutral. It communicates a philosophy, a priority, a vision of organizational maturity.

In our new White Paper “Data Management Frameworks – Symbolism of the Data Management Approach”, we explore this perspective by analyzing three fundamental models of contemporary data governance:

  • DAMA Wheel

  • DCAM (Data Management Capability Assessment Model)

  • Data Management Lab Framework (Mandala)

Not as competing alternatives, but as complementary perspectives.

The DAMA Wheel: The Structure of Governance

The DAMA Wheel, formalized in the DAMA-DMBOK, is probably the most recognizable symbol in the world of data management.

Its circular structure communicates balance and continuity.
At the center sits Data Governance, indicating that every data initiative must rest on clear policies, defined responsibilities, and consistent controls.

The technical disciplines architecture, quality, security, metadata, integration are organized around the center in a systemic way.

The message is clear: data management is, first and foremost, an organizational model.

The DCAM "Frisbee": Operations and Measurable Maturity

The DCAM, developed by the EDM Council, introduces a more operational and dynamic dimension.
Visually represented as a concentric structure, the so-called “frisbee”, it describes a maturity path articulated across four levels:

  • Foundation

  • Execution

  • Collaboration

  • Application

If the DAMA Wheel provides the conceptual structure of governance, DCAM represents the operational tool for implementing it and measuring its effectiveness.
It is the framework that transforms architecture into concrete capability.

The Data Management Lab Mandala: The Human Dimension

The Data Management Lab Framework chooses a different symbol: the Mandala.
Traditionally associated with harmony and integration, the Mandala represents a growth path organized across three levels:

  • Foundationals

  • Enablers

  • Transformatives

This framework does not simply classify technical disciplines, it integrates cross-functional skills, project management, and organizational dynamics.

The distinctive element is its educational and transformative dimension.
The model was born within the Embrace Transformation community, which includes members of FIT Academy who have actively contributed to the development of the framework and its companion book.

Today, the Data Management Lab is also taught at the University of Modena and Reggio Emilia, and the book has entered the university library, reinforcing its academic credibility.

If DAMA represents structure and DCAM represents operations, the Mandala adds people’s growth.

An Integrated Constellation, not alternative models

True maturity does not consist in choosing one framework over another.
It consists in understanding their integration:

  • DAMA Wheel → structure and governance

  • DCAM → operational capabilities and maturity measurement

  • Mandala → human development and transformation

Together, these three models reflect an evolved vision of modern data governance — one that views data not only as a technical asset, but as a dynamic organizational ecosystem.

Why this matters today

In an era defined by:

  • AI governance

  • Growing regulatory pressure

  • Organizational complexity

  • The need for accountability

the choice of framework is not a theoretical exercise.
It is a strategic decision.

At FIT Academy, we work by integrating all three perspectives, structural, operational, and human to train professionals and support organizations in building governance that is solid, measurable, and sustainable over time.
